In Mac OSX Mojave 10.14.2, if I go to Settings > Server Preferences, try to disable automatic services at startup, enter password, then the option becomes grayed-out and says “services marked as automatic will be started when machine starts.” So then I click on the NX 4000 which says “automatic” and click “Configure.” Change the start mode to manual, but after clicking Done, or rebooting, or anything, it stays automatic, can’t change.

How can I ensure the laptop will not offer services by default?

You should follow the instructions to disable the automatic start-up at boot time using this article: https://www.nomachine.com/AR11P01005. Note that users need to have administrative privileges to change this settings. Let us know if that doesn’t help.
