    The issue is that there is a cellular carrier in between that may or may not filter/block things.
    Also see above link.

    My cell carrier does not block or filter (else I directly would dismiss them). Same holds for my ISP. And I have a fixed IP address so all is just fine and dandy. I know what to config as I have full control.

    There are a few things necessary which may be out of your control.

    local firewalls, the egress and ingress firewalls, eventually filtering what your provider does.
    Here, where I have full control and no filtering active it works fine and dandy.

    It even works on my cellular tablet.

    errorĀ  60 is operation timed out — generally — network

    error 61 is connection refused. — generally firewalling
